What is the Finisher in New World?

The Finisher is a Tier V or artifact rapier designed to be more effective against low HP enemies suffering from bleeding. The weapon comes with the next perks:

Finisher Harmony: deals 15% increased damage against Bleeding enemies and recharges Flourish’s CDs 5% faster (1 s. CD, applies for both weapons)
Empty Socket: use this socket to activate a gem’s effect
Deadly Flourish: increases damage from Flourish by 41% against enemies with less than 50% HP
Keen Tondo: increases the chance of a critical hit by 26% against enemies with Tondo’s Bleed effect. Tondo can also inflict a 10% Weaken effect that lasts 10 seconds, if the perk is on a weapon.
